ICEX is a Spanish national public business entity

ICEX Spain Trade and Investment (ICEX España Exportación e Inversiones) is a national public business entity whose main mission is to promote the internationalisation of Spanish companies to enhance their competitiveness, as well as to boost the attraction of foreign direct investment to Spain. It operates under the Secretary of State for Trade within the Ministry of Economy, Trade and Enterprise of Spain.
